The big problem was misinformation about route changes and vial closures (El Comercio, 2016) ; in addition of cars’ density. 250 , 000 people live i n Calderon and 50 , 000 more come only for work (El Comercio, 2016) ; so there are 250 000 people trying to pass every day in pick hours (La hora, 2011) . But; why those people didn´t use public buses ? There are more than 12 lines only for Carapungo and Calderon (Agencia pública de noticias de Quito, 2010) .
